The EU set a bold target:\u202f60 million heat pumps by 2030<strong>.<\/strong>\u00a0<\/p>\r\n\r\n\r\n\r\n<p>In total,\u202f<strong>2.31 million units<\/strong>\u202fwere sold across 19 European countries in 2024, bringing the continent\u2019s heat pump stock to roughly\u202f<strong>25.5 million<\/strong>.\u00a0\u00a0<\/p>\r\n\r\n\r\n\r\n<p>While heat pumps continue to sell strongly, the market has, in the last two years, fallen below the pathway to the 60 million target. \u00a0<\/p>\r\n\r\n\r\n\r\n<p>So, what happened in the meantime?\u00a0\u00a0<\/p>\r\n\r\n\r\n\r\n<p><strong>Persistent inflation<\/strong>,\u202f<strong>policy uncertainty<\/strong>, and\u202f<strong>weakened support schemes<\/strong>\u202fin several countries all played a role in the slowing sales in 2023 and 2024. Some markets reduced incentives or made them harder to access. \u00a0<\/p>\r\n\r\n\r\n\r\n<p>Meanwhile,\u202f<strong>high electricity prices<\/strong> \u2013 especially where electricity costs more than two times as much as gas \u2013 undermined the financial case for switching.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>The decline in new construction didn\u2019t help either. Fewer new homes means fewer heat pump-ready buildings. Permits for new dwellings have dropped across much of the EU since 2021.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>And yet, it\u2019s not all bad news. Countries like the\u202f<strong>UK and Ireland<\/strong>, which introduced clear polices and well-designed support schemes, saw sales\u202frise exponentially.\u00a0\u00a0<\/p>\r\n\r\n\r\n\r\n<p>EU legislation \u2013 like the\u202fEnergy Performance in Buildings Directive<strong>\u202f<\/strong>and<strong>\u202f<\/strong>Renewable Energy Directive \u2013 backs heat pump deployment and must now be fully and consistently implemented to help stabilise the market.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>Looking ahead, carbon pricing and emissions trading schemes, like the upcoming <strong>EU ETS2<\/strong>, together with the Social Climate Fund, which will put a carbon price on heating buildings from 2027, should direct investments toward low-carbon solutions while protecting vulnerable households. \u00a0<\/p>\r\n\r\n\r\n\r\n<p>The shift will be strengthened by new market regulation that encourages demand response and energy storage-based business models.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>Beyond the climate case, heat pumps also offer strategic value. If just\u202f<strong>7% of households<\/strong>\u202fswitched from fossil boilers, the EU could\u202f<strong>cut gas imports by 13 billion cubic metres<\/strong>, roughly what Europe imports from Russia for home and water heating.
